TMG expands education push with EFG Hermes-backed private university

Talaat Moustafa Group (TMG) Holding, Egypt’s largest listed real estate developer, has partnered with EFG Hermes-backed Egypt Education Platform (EEP) to launch a flagship private university in Noor City, its smart-city development east of Cairo.

The project, subject to regulatory approvals, marks EEP’s entry into higher education and targets rising demand for premium private universities in Greater Cairo, where population growth and limited capacity continue to strain supply.

EFG Hermes-backed EEP enters universities
The university will be developed on a dedicated site within Noor City and supported by international academic affiliations, reinforcing TMG’s strategy of integrating education into its large-scale urban communities.

The move targets rising demand for premium private higher education in Greater Cairo, particularly East Cairo, where rapid population growth, rising household incomes and limited supply of top-tier private universities continue to strain capacity.

Noor City targets private education demand
EEP is Egypt’s largest and fastest-growing education services provider, with a portfolio of 23 schools and pre-schools offering British, American, IB, Montessori and National curricula to more than 15,000 students. Its education content arm, Selah El Telmeez, serves between 3 million and 4 million students annually.

The partnership marks EEP’s entry into the higher education segment, building on its existing collaboration with TMG, which includes five schools serving about 9,000 students across Madinaty and El Rehab. These assets have delivered strong operational performance and underscore both companies’ focus on integrated education ecosystems.

TMG deepens smart-city education strategy
Hisham Talaat Moustafa, CEO and managing director of Talaat Moustafa Holding Group, said the university aligns with TMG’s vision of developing sustainable smart cities and investing in human capital to support long-term community growth.

Karim Moussa, co-CEO of EFG Hermes, said the project completes EEP’s education platform from pre-kindergarten through university, while advancing its roadmap toward a future capital markets listing. EFG Hermes Investment Banking is acting as sole financial adviser on the transaction.
