Morocco commits $8.6B to expand telecoms, boost 5G access nationwide

Morocco is ramping up investment in its telecom sector, committing $8.6 billion to expand high-speed internet and roll out 5G, part of a broader push to strengthen its digital economy and attract investment.

The plan reflects a wider shift across Africa, where governments are upgrading networks to support growing demand for data, digital services and online business. 

The North African country has already made significant progress.

More than 10,690 of 10,740 targeted areas are now covered by 2G, 3G and 4G networks, bringing basic connectivity to most of the population, including remote areas that were previously underserved. 

That near-universal coverage marks a key step in Morocco’s national broadband plan.

It has helped improve access to mobile services, support small businesses and expand financial inclusion through mobile platforms. 

Officials say the next phase will focus on improving speed and reliability, rather than just expanding coverage.

Demand for faster internet is rising as more people rely on digital tools for work, education and commerce.

Expanding rural connectivity 

Under the second phase of the broadband plan, Morocco aims to extend and upgrade telecom services in 2,000 additional rural areas by 2026.

The areas were identified through consultations with local authorities, lawmakers and community leaders, according to Delegate Minister for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni. 

The government is also turning to satellite technology to reach hard-to-cover areas.

Very Small Aperture Terminal (VSAT) systems will be deployed where traditional networks are not viable, with subsidies of up to $270 per user, capped at 4,000 beneficiaries each year.

5G rollout gathers pace 

Morocco has begun rolling out 5G services in more than 50 cities, reaching about 7 million users.

The government plans to expand coverage to 45% of the population by 2026 and more than 85% by 2030, as it builds capacity for faster data services. 

The rollout is expected to support sectors such as fintech, logistics and manufacturing, where faster and more reliable connections are increasingly important for growth and competitiveness.

Fiber push to support growth 

Alongside mobile upgrades, Morocco is investing in fixed broadband infrastructure.

The country plans to connect 5.6 million households to fiber by 2030, improving internet speeds and service quality in urban and suburban areas. 

Authorities are encouraging telecom operators to share infrastructure to cut costs and speed up deployment.

New housing developments will also be required to include fiber connections, a move aimed at future-proofing the country’s digital infrastructure.
