Mozambique is disputing a $2 billion cost recovery claim tied to the delayed liquefied natural gas development led by TotalEnergies SE and its partners, setting up a renewed financial standoff over one of Africa’s largest energy projects.

Cost overruns deepen investor-state tensions

At the center of the dispute is compensation sought by the consortium for expenses incurred during a prolonged production halt triggered by force majeure in 2021. Mozambique is said to be resisting the estimate, arguing that the final liability and cost-sharing structure remain unresolved under the project framework.

Industry sources indicate TotalEnergies has incurred about $4.5 billion in additional costs during the suspension period. The company is seeking recovery of these expenses before any fiscal returns are distributed to the state, further complicating negotiations.

The disagreement underscores rising tensions between host governments and international energy majors over risk allocation in frontier LNG developments, particularly where security disruptions intersect with multi-billion-dollar capital commitments.

Mega LNG project restarts after long pause

The $20 billion Mozambique LNG project, located in Cabo Delgado Province, has recently resumed full construction activity following a five-year disruption linked to regional security instability.

The development, one of Africa’s most ambitious gas projects, targets output of 13.1 million tonnes of LNG annually once operational. First production is now expected in 2029, according to project timelines.
