Talaat Moustafa Group (TMG) Holdings, Egypt’s largest publicly listed developer led by billionaire Hisham Talaat Moustafa, has entered a strategic memorandum of understanding through its Saudi arm for Real Estate Development, with Saudi Arabia’s sovereign wealth powerhouse, the Public Investment Fund (PIF), marking a new phase in cross-border giga-project development across the Gulf region.

The non-binding agreement establishes a framework for collaboration on large-scale mixed-use developments spanning residential, commercial, hospitality, and retail assets across PIF-backed projects in Saudi Arabia. It also opens the door for additional institutional investors to participate in future development phases.

Expanding Saudi Arabia’s giga-project pipeline

The partnership aligns with Saudi Arabia’s broader transformation agenda under Vision 2030, which continues to anchor billions of dollars in infrastructure, real estate, and tourism investments.

Established in 1971, the Public Investment Fund (PIF)—one of the world’s largest sovereign wealth funds with assets exceeding $900 billion, is accelerating its strategy to diversify the Kingdom’s non-oil economy through globally competitive urban megaprojects.

TMG brings decades of execution experience in integrated residential and hospitality communities across the MENA region, positioning the Egyptian developer as a key private-sector partner in Saudi Arabia’s next wave of urban expansion.

Knowledge transfer and private sector expansion

The agreement emphasizes technical cooperation, knowledge transfer, and deeper private-sector participation in development ecosystems. Both parties aim to integrate global design standards, smart city infrastructure, and sustainable urban planning models into future projects.

TMG’s portfolio includes large-scale self-sustaining communities and hospitality assets anchored by long-term development strategies focused on asset-light growth and recurring income models.

Financial strength and regional positioning

Founded in 1974, TMG is Egypt’s largest listed developer, led by billionaire Hisham Talaat Moustafa, who holds a 43.16% stake. The group continues to expand across high-margin real estate and hospitality segments.

As of March 2026, TMG reported total assets of EGP 475.2 billion ($8.98 billion), reflecting steady growth driven by its integrated urban developments. The company maintains a strong net cash position supported by disciplined leverage management.

As part of its expansion strategy into the Saudi market, Talaat Moustafa Group established TMG Saudi Company for Real Estate Development to strengthen its operational base in the Kingdom. The venture was created in collaboration with Al-Muhaidib Group, combining local market presence with TMG’s development expertise to support stable and scalable project delivery across Saudi Arabia. 

The TMG–PIF alliance underscores a broader trend of Gulf sovereign wealth funds partnering with North African developers to scale giga-projects and accelerate urban transformation. As Saudi Arabia advances its Vision 2030 pipeline, such collaborations are expected to deepen capital flows and reshape the region’s real estate landscape.
