Egypt has secured €300 million ($340 million) in financing and grants from the European Union and France to accelerate its universal health insurance programme, marking one of the largest healthcare funding packages announced in Africa this year.

The agreement, signed with the French Development Agency and European partners, will modernise primary healthcare centres, improve medical service delivery and expand insurance coverage to millions of Egyptians.

The investment strengthens Egypt’s position as an emerging healthcare destination in Africa as governments across the continent increase spending on preventive medicine, digital healthcare systems and frontline medical infrastructure.

Universal coverage becomes national priority

Egypt’s Ministry of Health and Population said the funding will support the long-term sustainability of the country’s universal health insurance programme while improving access to affordable healthcare services.

The initiative aims to increase efficiency across local clinics and community healthcare centres, reducing pressure on major urban hospitals and improving early diagnosis and preventive care.

Green industry and skills development receive additional support

Beyond healthcare, Egypt secured an additional €45 million ($51 million) credit facility for its Green Sustainable Industry programme, reinforcing the country’s ambitions in renewable energy and low-carbon manufacturing.

The funding will support industrial efficiency projects, help manufacturers meet international environmental standards and improve export competitiveness in global markets.

Additional agreements included support for French-language education in public schools, financing for small and medium-sized enterprises and the establishment of applied technology schools designed to tackle skills shortages in strategic industries.

Egypt and France deepen strategic cooperation

Egyptian officials described the agreements as the latest chapter in more than two decades of cooperation with France spanning transport, energy, water infrastructure and sustainable development.

The latest healthcare package highlights Cairo’s strategy of combining international partnerships with domestic reforms to position Egypt as one of Africa’s leading healthcare and investment hubs.
