Egypt’s Ministry of Communications and Information Technology has launched two child-focused SIM services, Etmaen and Etmaen Ala El Akher, designed to help families protect children while they browse the internet on mobile devices, marking a significant step in the country’s expanding digital safety agenda.

The services were unveiled during an official ceremony attended by Minister of Communications and Information Technology Raafat Hendy, alongside executives from the National Telecom Regulatory Authority (NTRA) and representatives of major telecom operators and technology firms.

Strengthening child protection in a digital age

The initiative aligns with directives from Egypt’s political leadership to enhance child online protection as internet usage continues to grow. It aims to provide families with built-in safeguards that limit children’s exposure to harmful or age-inappropriate content, without requiring parents to manage complex technical settings.

The rollout reflects broader government efforts to promote safe and responsible digital usage while ensuring children can still benefit from the internet’s educational and developmental opportunities.

How the services work

Both Etmaen and Etmaen Ala El Akher are designed to deliver safer browsing experiences through network-level protections embedded directly into SIM cards.

The Etmaen service blocks access to harmful and inappropriate content, activates safe browsing modes, and enables safe search features across major search engines. It also provides an added layer of cybersecurity by restricting access to websites associated with malware, viruses, and other online threats.

Etmaen Ala El Akher builds on these features by adding restrictions on social media platforms and applications, offering enhanced protection for families seeking tighter control over children’s online activity.

The content filtering framework is aligned with internationally recognized child online protection standards issued by the International Telecommunication Union (ITU).

Accessible protection for families nationwide

Parents can subscribe to either service through retail outlets or mobile applications of Egypt’s four telecom operators, making the solution widely accessible across the country’s mobile networks.

By integrating these protections at the network level, the initiative removes the need for manual configuration on individual devices, simplifying digital safety for families.

Driving collaboration across the ecosystem

The launch underscores growing collaboration between the Ministry of Communications and Information Technology, the NTRA, telecom operators, and private sector technology partners to embed child protection measures directly into telecom services.

It also reflects a shift toward proactive, infrastructure-based solutions for online safety, complementing traditional awareness campaigns.

What it means for Egypt’s digital future

As internet adoption continues to rise, the introduction of child-focused SIM services highlights the increasing role of telecom operators in delivering digital safety alongside connectivity.

The move positions Egypt within a broader global trend where governments and industry players are integrating online protection into core digital services. Similar offerings could become standard across telecom markets, particularly those targeting families and younger users.

With initiatives like Etmaen, Egypt is reinforcing its commitment to building a safer and more trusted digital ecosystem while supporting inclusive access to technology.
