IFC proposes $30 million loan to expand Liberia’s poultry and flour production

International Finance Corporation (IFC), the private-sector investment arm of the World Bank Group, has proposed up to $30 million in financing to expand poultry and flour production in Liberia, as the country seeks to strengthen domestic food supply and reduce reliance on imports.

The proposed Sustainability-Linked Loan will support Liberian American Poultry (LAP) and Modern Mills of Liberia (MML), with the investment subject to approval. The project is classified as an environmental and social Category B investment, indicating limited potential environmental and social risks. The proposed financing is expected to reach the IFC’s board on November 26, 2026.

$42.5 million expansion to double production capacity

The project has a total estimated cost of $42.5 million, comprising $27.8 million in capital expenditure and $14.7 million in working capital.

IFC proposes to provide up to $30 million through a combination of a $20 million IFC A Loan and a $10 million International Development Association Private Sector Window loan. Sponsors are expected to contribute the remaining $12.5 million through equity.

The funding will enable LAP to double its table egg production capacity from approximately 750 cartons per day to 1,500 cartons per day. MML will also double its flour milling capacity from 150 tonnes per day to 300 tonnes per day by installing an additional 150-tonne-per-day milling line.

LAP expands poultry operations in Bomi County

LAP, established in 2023, is described by IFC as Liberia’s first large-scale domestic producer of fresh eggs.

Its expansion will take place on a company-owned 536-hectare landholding in Bomi County, northwestern Liberia, where less than 100 hectares are currently occupied by existing facilities.

The project includes additional poultry housing, including two colony cage layer houses, chick and rearing facilities, egg-handling infrastructure, manure management and drying systems, utilities, internal roads and logistics infrastructure.

Modern Mills doubles flour production

MML, established in 2018, operates a flour mill near the Freeport of Monrovia on a leased plot of approximately three acres.

The company plans to expand milling capacity from 150 tonnes per day to 300 tonnes per day by installing a new 150-tonne-per-day production line within its existing footprint.

The expansion will also include additional silos, construction works, transportation and supply-chain infrastructure supporting the enlarged operation. MML also produces animal feed, which is primarily supplied to LAP as part of an integrated feed-to-egg business model.

Investment targets Liberia’s food security

The two companies operate as separate entities but are part of a broader group of affiliated businesses involved in trading, manufacturing and agriculture in Liberia. MML and LAP are majority-owned by West African Premier Investment LLC, an investment fund of the Siblani family, which holds a 51% stake in each company. Henri Chaoul holds 24% of MML and 19% of LAP, with the remaining interests held by minority investors.

IFC expects the investment to increase local production of wheat flour and table eggs, strengthen domestic agricultural value chains and reduce Liberia’s reliance on imported food products. The financing is also intended to improve the companies’ operational efficiency and competitiveness through IFC advisory support, knowledge transfer and alignment with international industry practices.

IFC conducted environmental and social due diligence in May 2026, including site visits to both facilities, consultations with management, workers, contractors and relevant authorities, and reviews of environmental, health, safety, labour, supply-chain and animal-welfare practices.

The proposed investment remains pending approval, with the next major milestone being consideration by IFC’s board in November.
