Orion Minerals has locked in the first $40 million to begin construction at its flagship Prieska Copper Zinc Mine in South Africa’s Northern Cape. The initial capital clears the path to break ground on the shallow Uppers deposit, with the junior developer tapping its first cash drawdown before the end of October.

Commodities titan Glencore is bankrolling the kickoff package through a sweeping commercial pact. In exchange, Glencore takes complete control of physical product flows, securing 100 percent of bulk concentrates from the Uppers alongside all future copper and zinc output from the larger, unfunded Deeps section lying further down the orebody.

Glencore bets on copper

Orion expects to process its first ore by late 2027, capping nearly a decade of technical reviews, permitting, and financing talks. Anglovaal ran the operation from 1971 until shutting it in 1991. Orion bought the site in 2017, spending nine years reworking engineering plans to bring it back online.

Building the site will test Orion’s financial muscle. Developing the deeper underground deposits demands another $210 million, an expansion contingent on Glencore lining up outside syndicates. A March 2025 feasibility study pinned total development costs at R7.59 billion ($462 million), targeting 22,000 metric tons of copper annually.

“We are delighted to have concluded the financing and offtake agreements with Glencore,” Orion Chief Executive Tony Lennox said. Lennox framed the tie-up as a watershed trade that shifts Orion from a speculative explorer into a cash-generating producer just as global copper supplies face tighter market balances.

Reworking the shareholder register

Early backer Tembo Capital chose this inflection point to cash out. The private equity outfit sold its position to longtime investor Thomas Borman and a South African institutional buyer, arguing that its mandate was expiring just as Orion was finally preparing to pour concrete and order heavy machinery.

State-backed development lenders have also taken a sizable seat at the table. South Africa’s Industrial Development Corp. advanced a 250 million rand loan in 2023. In April, the IDC restructured the facility into equity and retained debt, cementing an effective 16.7% stake once the mine reaches completion.

Glencore’s facility delivers market-indexed returns with a scheduled discount once commercial processing starts. Returns compound monthly and defer until 18 months after initial Uppers mill feed. The trader shares first-ranking security across physical assets alongside other senior creditors, including Toronto-based royalty shop Triple Flag Precious Metals.

Test case for mining

Prieska represents a crucial stress test for South African mineral policy. Junior developers have largely avoided the region due to infrastructure hurdles and regulatory delays. Getting metal out of the ground at Prieska could show international capital that the nation’s historic base-metal belts are open for business.
