Mozambique’s President Chapo meets Puma Energy CEO over expansion plans

Mozambique’s President Daniel Chapo met this week in Maputo with Puma Energy Chief Executive Officer Mark Russell for talks centered on energy investment, fuel distribution, and the country’s transition strategy.

The discussions come as Mozambique works to expand its energy infrastructure and attract long-term foreign capital into both conventional fuels and cleaner energy solutions. 

The meeting highlighted compressed natural gas (CNG), downstream fuel logistics, and Mozambique’s role in regional energy supply chains.

It also reflected growing interest from global energy companies seeking exposure to African markets where demand for fuel and electricity continues to rise. 

At the center of the talks was the government’s effort to position Mozambique as a destination for diversified energy investment.

Officials are focusing on expanding access to fuel in urban and rural areas while encouraging private-sector participation in infrastructure development. 

Puma Energy said the discussions reinforced its confidence in the Mozambican market and its plans to deepen operations across the country.

The company pointed to opportunities in CNG development, fuel storage, and emissions-related projects as part of its broader investment approach.

Focus on infrastructure and energy access 

President Daniel Chapo said Mozambique is prioritizing partnerships that improve energy access and strengthen national infrastructure. 

He noted that expanding reliable fuel supply, particularly outside major cities, remains central to the country’s economic agenda.

He added that collaboration with private companies is key to meeting rising domestic demand while supporting long-term development goals.

The government, he said, is also working to improve conditions for investment in the energy sector.

Puma Energy outlines expansion plans 

Mark Russell described the meeting as constructive, saying the company sees clear alignment with Mozambique’s energy priorities.

He said Puma Energy is reviewing opportunities to expand its downstream network and strengthen supply capacity. 

“We remain committed to our operations in Mozambique and are looking to further expand our presence,” Russell said, adding that the company is evaluating new fuel station locations, including underserved rural areas.

Energy transition and investment outlook 

Both sides discussed the balance between expanding energy access and reducing emissions, with a focus on cleaner fuel alternatives such as CNG.

Puma Energy said these initiatives are part of its broader effort to adapt its global portfolio to evolving energy standards. 

Daniel Chapo said Mozambique welcomes investment that supports both growth and sustainability.

He added that the country’s energy strategy aims to strengthen supply security while opening space for low-carbon projects. 

Analysts say Mozambique remains an attractive market due to its natural gas reserves, logistics position, and policy direction favoring private investment.

The meeting ended with both parties expressing support for continued cooperation in the energy sector.
