Hassan Allam Utilities, the infrastructure and utilities arm of Egyptian engineering and construction group Hassan Allam Holding, has signed an agreement to study the development of a logistics hub at El-Dekheila Port, as the company seeks to expand its presence in transport and logistics.

The tripartite agreement was signed with the Alexandria Port Authority and Al Tarek Capital Real Estate Asset Management, according to a statement from Egypt’s Ministry of Transport. The proposed facility would cover approximately 273,008 square metres in the port’s western hinterland, on land intended to be incorporated into the port’s customs zone.

The project remains at the study stage and will require a final agreement and regulatory approvals before implementation.

Hassan Allam Utilities targets value-added logistics

The proposed hub would support re-export, transit, transshipment, storage, cargo handling and other logistics services, alongside light industrial activities and value-added processing.

Amr Allam, co-chief executive of Hassan Allam Holding and chairman of Hassan Allam Utilities, said transport and logistics remain central to the company’s investment strategy.

“We see a clear opportunity to strengthen the connections between ports, distribution networks, and industrial activity, helping goods move more efficiently and businesses access wider markets,” Allam said.

The project reflects an approach that extends beyond conventional port operations by integrating cargo distribution and industrial services around existing maritime infrastructure.

Egypt seeks to strengthen Dekheila’s trade position

Egyptian Transport Minister Kamel El-Wazir said the project could create investment opportunities through storage, cargo handling, distribution, re-export, final-product processing and light manufacturing.

He added that the proposed centre would improve the port’s competitiveness and support the integration of Egyptian ports into global supply chains.

El-Dekheila’s location near Alexandria’s industrial base and the wider Nile Delta manufacturing corridor could support demand for logistics and distribution services. The port already handles general cargo, bulk commodities and containers, providing an existing maritime platform for the planned development.

The Alexandria Port Authority’s participation also connects the proposal to the port’s wider infrastructure and operational framework.

Free-zone approval remains key to implementation

The agreement allows the three partners to assess the potential to establish, develop, and operate the logistics hub. The project’s implementation will depend on the execution of a final agreement and the necessary regulatory approvals.

The partners are seeking free-zone status or an equivalent framework that would permit the proposed activities. That approval is central to the commercial model, particularly for re-export, transit trade and value-added processing.

A logistics hub offering light manufacturing, repackaging, labelling, assembly and quality-control services could capture economic value beyond basic cargo movement. However, the scale of those opportunities will depend on the final regulatory structure, investment commitments and commercial terms.

El-Wazir has instructed the signatories to accelerate preparations for the final agreement ahead of implementation.

For Hassan Allam Utilities, the proposal offers a potential route to deepen its transport and logistics investments. However, the agreement marks the beginning of an assessment process rather than confirmation that the hub will proceed.
