African Export-Import Bank (Afreximbank), a pan-African multilateral financial institution promoting intra- and extra-African trade, has approved and activated a $28 million dual-tranche financing facility for Uganda-based engineering, procurement and construction (EPC) contractor DOTT Services Limited, with disbursements underway to support its infrastructure projects pipeline valued at more than $550 million.

The facility, provided under Afreximbank’s EPC Contract Promotion Initiative, is designed to strengthen the capacity of African contractors to secure and execute large-scale infrastructure projects across the continent.

Afreximbank backs DOTT Services’ $550 million project pipeline

The financing will support DOTT Services in executing contracts and pursuing near-term infrastructure opportunities worth approximately $550 million across Uganda, Tanzania, Kenya and the Democratic Republic of Congo.

Humphrey Nwugo, director of regional operations at Afreximbank’s Eastern Africa office, said the facility reflects the bank’s commitment to developing African EPC champions capable of delivering infrastructure that supports industrialisation, trade and economic integration.

He said the funding addresses a longstanding financing gap that has limited African companies’ participation in large-scale cross-border infrastructure projects.

According to Nwugo, the facility will strengthen DOTT Services’ capacity to execute strategic projects, facilitate intra-African trade in goods and services, and reinforce regional value chains. It also aims to ensure that more expertise, employment opportunities and economic benefits remain within Africa.

Afreximbank initiative addresses regional infrastructure financing gap

Nwugo noted that local commercial banks often lack the capacity to finance regional and intra-African projects because of their exposure to cross-border risks. Meanwhile, international banks frequently prioritise contractors from outside Africa, leaving African companies with limited access to adequate financing.

Afreximbank established its EPC Contract Promotion Initiative to address this challenge by helping African contractors secure and execute a larger share of infrastructure contracts across the continent.

Through the initiative, the bank provides financing, twinning and matchmaking support, as well as letters of support, among other instruments.

DOTT Services’ 28-year presence across Africa

Founded in October 1994 by four university classmates who studied engineering in India, DOTT Services Limited is owned equally by its co-founders, each holding a 25% stake. They are Boinapally Venugopal Rao, executive chairman and CEO; Maheswara Reddy, managing director; Peddavandla Venkata Siva Prasad Reddy, director; and Ram Mohan.

Over its 28-year operating history in Africa, the Uganda-based contractor has expanded into Tanzania, South Sudan, Zambia and the Democratic Republic of Congo, while maintaining offices in Italy and the United Kingdom. It employs more than 6,000 people and supports regional trade by procuring and distributing bitumen, asphalt, steel, spare parts, and heavy equipment.

Its infrastructure projects and cross-border supply operations reinforce its role in Afreximbank’s efforts to expand intra-African trade.

At the end of December 2025, Afreximbank reported total assets and contingencies of more than $48.5 billion and shareholder funds of $8.4 billion. Headquartered in Cairo, Egypt, the bank operates alongside its subsidiaries, the Fund for Export Development Africa (FEDA) and AfrexInsure.
