South Africa’s V&A Waterfront launches $88 million retirement development

The V&A Waterfront enters luxury later living with The Bower, a 147-unit retirement development on Cape Town’s Atlantic seaboard.

South Africa’s V&A Waterfront has entered the luxury senior-living market with The Bower, a R1.4 billion ($88 million) retirement development in Cape Town, adding a new residential offering to the first phase of its R24 billion ($1.5 billion) Granger Bay expansion.

The 147-unit project is positioned at the end of Breakwater Boulevard, between the InterContinental Table Bay Cape Town and the breakwater, alongside The Cape Town EDITION. Public sales opened Aug. 28, with occupation scheduled for February 2028.

Luxury living meets retirement

The Bower offers one-, two- and three-bedroom apartments, each with outdoor access, under a Life Rights model. Residents receive lifetime occupation while the developer retains ownership, removing many of the responsibilities associated with conventional homeownership.

Prices start at about R9 million ($563,000), with several similarly sized apartments priced above that level. A three-bedroom sea-facing penthouse is priced at R40 million ($2.5 million), while the highest-priced unit currently listed as available is R23.1 million ($1.4 million).

The pricing places The Bower firmly at the premium end of Cape Town’s retirement property market, targeting affluent buyers seeking a combination of location, services and long-term care.

Hotel-style services and healthcare

The development is designed to resemble a boutique hospitality community rather than a traditional retirement village. Amenities include a restaurant and bar, wellness center, gym, movement studio, private cinema, lounge and concierge services.

A specialist healthcare partner will provide primary care, 24-hour nursing and a 14-unit memory care center, allowing residents to remain within the community as their care needs evolve. Construction is already underway, with completion expected in November 2027.

A new residential bet for the Waterfront

The Bower expands the V&A Waterfront beyond its established mix of retail, hotels, restaurants and tourism into high-end later living. Residents will be within walking distance of Victoria Wharf, the Silo District, the coastline and the precinct’s growing collection of hospitality and cultural attractions.

For the V&A Waterfront, the project also signals a broader bet on Cape Town’s affluent retirement and later-living market, bringing residential real estate deeper into one of South Africa’s most valuable mixed-use destinations.
