Japan’s Meiji signs Ghana cocoa sustainability pact as Milk Chocolate marks 100 years

Japanese confectionery giant Meiji Holdings has signed a Letter of Intent with Ghana’s government to deepen cooperation on sustainable cocoa development and circular-economy initiatives, as the company marks 100 years of its flagship Milk Chocolate brand.

The agreement was signed in Accra on September 14, 2026, during an event commemorating the centenary of its Milk Chocolate. Ghana’s Minister for Trade, Agribusiness and Industry Elizabeth Ofosu-Adjare signed on behalf of the Ghanaian government, while Japan’s Ambassador to Ghana Hiroshi Yoshimoto represented the Japanese government. The confectionery giant’s chief executive officer also initialled the agreement.

Meiji and Ghana target higher-value cocoa opportunities

The Letter of Intent establishes a framework for cooperation between Ghana, Japan and Meiji on sustainable cocoa development and circular-economy activities in Ghana.

The parties will explore opportunities linked to sustainable cocoa production and the conversion of cocoa-related materials into higher-value products, potentially creating new applications for materials generated across the cocoa value chain.

However, the agreement does not disclose a specific investment commitment, project value, financing structure or implementation timeline. No measurable targets or individual cocoa projects were announced at the signing ceremony. The partnership comes as Ghana seeks to increase the economic value generated from its cocoa industry while addressing sustainability and waste-related challenges.

Cocoa remains an important component of Ghana’s agricultural economy, supporting export earnings and rural livelihoods. The new framework could provide a basis for future collaboration between Ghanaian institutions and the confectionery giant on projects that connect cocoa production with broader circular-economy activities.

Meiji marks centenary with Ghana partnership

The agreement also builds on the longstanding relationship between Ghana and Meiji, whose Milk Chocolate product reached its 100th anniversary in 2026.

As part of the centenary celebrations, Meiji presented the Ghanaian government with 10,000 ballpoint pens manufactured using cacao bioplastic.

The company described the gesture as an expression of appreciation for Ghana’s longstanding partnership with Japan and the country’s role in the cocoa value chain.

Ghanaian officials welcomed the milestone, with Ofosu-Adjare congratulating Meiji on its centenary and wishing the Japanese company continued growth and success.

Julius Debrah, Chief of Staff at the Office of the President, urged government institutions involved in the partnership to coordinate their efforts and focus on delivering tangible results. Debrah said the government viewed Meiji’s contribution as part of the broader spirit of friendship and partnership between Ghana and Japan.

Agreement leaves investment details open

Formed on April 1, 2009, through the integration of Meiji Dairies and Meiji Seika, Meiji Holdings operates primarily in food (confectionery, dairy, ice cream, and health foods) and pharmaceuticals (vaccines, generic drugs, and infectious disease treatments). 

While the Letter of Intent establishes a platform for cooperation, it does not itself constitute a disclosed investment programme. Neither the Ghanaian government nor Meiji announced the amount of capital that could eventually be deployed, specific facilities to be developed, production targets, financing arrangements or a timetable for implementation.

For Ghana, the partnership provides another avenue to explore how its cocoa resources and related materials can support higher-value economic activities. For Meiji, the agreement extends its relationship with one of the world’s major cocoa-producing countries while linking its centenary celebrations to sustainability and circular-economy initiatives.
